๐Ÿ’ง Surprising Water Rights Swap: Colorado Springs Deal

Colorado Springs has reached an agreement to relinquish water rights associated with proposed reservoirs in the Blue River basin. In return, the city gains approval to expand Montgomery Reservoir without facing opposition from Western Slope entities. The contested conditional water rights originally decreed in 1952, were linked to three planned reservoirs: Lower Blue, Spruce Lake, and Mayflower. Under the settlement, Spruce Lake and Mayflower reservoirs will have their conditional water rights canceled, while Lower Blue Reservoir will retain its rights with most of the stored water transferred to Breckenridge and Summit County.

In exchange for Western Slope support on the Montgomery Reservoir expansion, Colorado Springs will abide by volumetric limits on water diversion.

This agreement also includes Colorado Springs' commitment to aid the River District's Shoshone Water Right Preservation efforts. Additionally, Breckenridge stands to benefit from the deal, securing water rights for a future Lower Blue Reservoir with shared construction costs among stakeholders.

The Colorado Springs City Council is expected to approve the agreement in its upcoming meeting on February 13.

๐Ÿฉ Canine Health Update: CSU's Findings

Colorado State University's veterinary experts observe a decrease in cases of canine respiratory disease following a peak in 2023. CSU's Center for Companion Animal Studies, acknowledges the drop in reported cases, attributing it possibly to reduced social interactions among pets during winter. Unlike previous years, the 2023 wave of respiratory disease in dogs featured prolonged coughing episodes and a higher incidence of secondary pneumonia.

Collaborating with state partners, CSU investigates the root cause behind the surge, exploring if known viruses or bacteria have mutated or if a new pathogen is responsible. It is advised that dog owners to maintain vaccination schedules, monitor coughing symptoms closely, and exercise caution during interactions with unfamiliar dogs. When seeking pet care services, inquiries about sick dog isolation protocols and cleanliness practices are recommended.
